That’s entirely likely and I have nothing whatsoever against ADM Rogers; I can’t say that about Comey or Brennan. However, the most likely - but not the only - agencies that could pull this off are: 1) NSA - the easiest; 2) FBI - next in line; or 3) CIA - special elements thereof. If it was the NSA or elements thereof that did it, Rogers needs to find out who, how, when and under what authority - unless he’s already told President Trump and Mike Flynn, the latter of whom ADM Rogers knows very well.
It is a safe bet that Admiral Rodgers has started the job of pulling the poison weeds out of NSA. Any of those whose were involved in this illegal monitoring.
Then, he will be turning over to Sessions the names of the NSA spooks involved in this vile action.
The guilty CIA spooks and FBI thugs might want to run to another country before this data goes out.
