This bill HAD TO BE A RECONCILIATION BILL. That’s something that is purely about budget matters — taxes and spending.
Things like selling insurance across state lines and tort reform to reduce doctor liability and stuff COULD NOT FIT IN THE BILL UNDER SENATE RULES.
This is pretty important. He specifically said he wants insurance sales across state lines and tort reform and lots of other things, but they are non budgetary and thus can’t be put in a Reconciliation Bill. The Senate parliamentarian will reject it.
It makes a lot more sense now. He did say these other items will be moved legislatively as seperate bills, but they will face the 60 vote threshold in the Senate.
Methinks we kneejerked too fast. This is a good explanation.
They need to just repeal Obamacare through reconciliation. That’s it.
