People who can’t afford to buy will be able to get Medicaid.

If you drop insurance for 63 days when you buy it again it will cost 30% more in premiums for 1 year. For most people that will add up to more dollars in penalty than the IRS was collecting.
Probably unconstitutional. And if not, what will force insurance companies to sell across state lines?

If they can afford to fund an HSA. And if the credits cover the increasingly expensive premiums.

If they didn't qualify for Medicaid before Obamacare then they won't be able to get Medicaid under this plan since it eliminates the Medicaid expansion.

It doesn't address the Obamcare problem of skyrocketing healthcare insurance premiums.
