Gov't to give upwards to 1 bln won to defectors with N.K. secrets

SEOUL, March 5 (Yonhap) -- North Korean defectors who have classified information about the reclusive country will receive up to 1 billion won (US$860,000) in reward money, the government said Sunday.
The amount represents a four-fold increase from the 250 million won maximum amount offered at present, and is designed to get more North Korean elites to switch sides. It is also the first time in 20 years that Seoul has moved to increase the reward money given to defectors with useful, high-grade information.
The Ministry of Unification said in a pre-announcement of legislation that it submitted a bill outlining changes that would give substantial monetary rewards to people who provide intelligence and knowledge that can enhance South Korea's security.
The ministry added that it will increase rewards for equipment brought over by defectors. People who come over on a military plane or vessel can expect to get 1 billion won right now, an increase from the previous reward of 150 million won, with those that turn in tanks, armored vehicles and guided weapons being eligible for 300 million won in compensation, up from just 50 million won. Troops that defect with small arms and crew-served weapons will get a max 50 million won from 10 million won.
"The increase reflects the rise in consumer prices since 1997 when the last reward money adjustment was made," a ministry insider said. The source, who declined to be identified, pointed out that the existing reward system is woefully inadequate.
"One of the biggest reasons why North Koreans are hesitant about defecting is because they are fearful of making a living after they come to South Korea," he said. "The planned changes can alleviate such worries to a certain extent."
Related to the government's decision, a North Korean defector who worked at an influential organization before arriving in the South said that marking up the reward money can encourage those people in high positions to consider betraying their country that has become a rogue state in the eyes of the international community with its nuclear and long-range missile programs.
"The important thing is to get the information out so more North Koreans can make the decision to leave," he said.
