Gruber said the president can’t order a wire tap. But Trump said it was the OBAMA ADMINISTRATION, which can (his Justice Department ). Unfortunately, we’re now wise to Gruber and Obama’s obfuscating parsing. So this denial means zip.

Even more blatant, the word "ordered" is vague of its own right. He can emphatically demand a warrant from FISA court, and because that court is an interposed entity, it is (in their vernacular) literally impossible for Obama or anybody in the WH to order a wiretap.

This is typical political talk - sound direct on the surface, but the speaker deliberately hides his true meaning. Most of us call that "lying," because the speaker desires to mislead the audience.
