No, a FISA-approved tap need not (and probably wouldn't) show probable cause of a crime. It only need assert the suspicion of the target being a foreign agent (of presumably an adversary if not enemy.... Hmmm. MB comes to mind).

Anyway, even though the FBI didn't find there was any nefarious purpose to Trump's server that might have connected to a Russian bank, Obama--on a second attempt--got a judge to OK the tap, which allowed his cabal to see not only metadata, but the full content of Trump and associates' emails.

Obviously, using the full weight of governmental assets and structures to lay landmines (e.g., set up Russian ambassadorial meetings with Sessions), then watch the emails go by (e.g., Flynn with Pence) is a nefarious use for partisan gain.

This is an example of who Obama and his handlers are. They're ready and willing to do this kind of thing, not in the pursuit of justice, but in support of an on-going coup to run the USA.
