Like wise very little Tennessee water flows into Kentucky.
Tennessee already has a state Department of Environment & Conservation program called “Air Pollution Control”.
My state has the following:

Air Quality, Engineering and Sustainability
Air Quality Permitting
Air Quality Planning
Air Regulation Development
Air Toxics
Looks like we don’t need an EPA for that, then.
