More than 90 percent of EPA programs are administered A-to-Z by state government agencies that employ thousands of environmental protection workers.

In essence we can, just for starters:
(1) shrink the scope of federal agencies to just programs done by federal agency employees alone,
(2) shrink the federal budgets and operations of federal agencies giving over to the states themselves the things they and their localities are already doing “by proxy”,
(3) lower federal taxes by the same amount the federal agencies budgets are reduced, leaving the funds in the pockets of the citizens of the states, and allowing the states’ elected officials to determine how much work that was previously coordinated with federal agencies that they want to continue on their own.
