McConnell and Graham say Congress won't go along. So, where are we when past Presidents refused to spend everything the Congress mandated? Of course, Congress's ultimate remedy is impeachment and removal, so they do have the Ace of Trumps--if they dare play it. Otherwise, what recourse is there?

Oh, the wailing and the gnashing of teeth that will occur. Meanwhile, nobody in the media said a word when Obama failed to give a COLA to Social Security recipients and federal and postal retirees for three of the eight years of his Presidency. I did much better under President Bush, we always got a COLA, and under Bush, we got measurable interest rates on our CD’s. Obama always had money to give to illegals and other countries but forgot about the average American.
