There are non-black students at these schools these days. Decades ago I remember researching law schools and saw the average (or median, I forget which) LSAT score for Texas Southern was something like 11 on a 48 point scale.

In the mission statement was wording something along the lines of "Texas Southern provides a law school education for those who would otherwise not have one." Cleverly worded. While the school at the time was mostly black, there was a statistically significant number of whites there too, who presumably would be unable to otherwise receive a law school education.

Lincoln University in Jefferson City, Mo is an example. It is the “historically black” public university for Missouri. I’ve been told that it is nearly all black in the daytime, but mainly white for evening classes. The reason? Jeff City is the capital of Missouri and has lots of government employees who can advance on the pay-scale ladder by furthering their education. So state employees attend Lincoln after work hours.
