He should ask for Design/Build proposals.
Result is likely to be both the best design and lowest cost.
Confession: I was founder & CEO of a D/B corporation that designed and constructed large Data Centers for Fortune 500 firms.
D/B was the way things were done until the last century and half or so.......
Likely to require different designs for different terrains and sub-soil conditions......
