I was going to post a similar thought, for 30 years their sewage has been flowing north, some has reached northern states.

Tijuana’s sewer plants have been overflowing into the river every time there’s a heavy rain for at least 50 years now. The one advantage for Imperial Beach is that it keeps the developers away.
