One ROE I found hard to believe during the Iraqi war pre-Obama was that Mosques are off limits. Has that been changed?

I doubt if that has changed. Long US tradition of not intentionally shelling houses of worship. However taking direct fire from forces occupying a house of worship normally (pre-bh0) meant one could return fire.
