Sounds to me like that's a foreign boycott. From the Office of Anti-Boycott Enforcement
The antiboycott provisions of the Export Administration Regulations (EAR) apply to the activities of U.S. persons in the interstate or foreign commerce of the United States...Conduct that may be penalized under the TRA and/or prohibited under the EAR includes:
◾Agreements to refuse or actual refusal to do business with or in Israel or with blacklisted companies.
◾Agreements to discriminate or actual discrimination against other persons based on race, religion, sex, national origin or nationality.
◾Agreements to furnish or actual furnishing of information about business relationships with or in Israel or with blacklisted companies.
◾Agreements to furnish or actual furnishing of information about the race, religion, sex, or national origin of another person.
The TRA does not "prohibit" conduct, but denies tax benefits ("penalizes") for certain types of boycott-related agreements.{Unless you know what you're doing)
The penalties imposed for each "knowing" violation can be a fine of up to $50,000 or five times the value of the exports involved, whichever is greater, and imprisonment of up to five years.
As has occasionally been suggested, palestinians can do what they want since they're not a state. Israel's fault. Not so, the law is about cooperating with foreign boycotts. They are foreign.
Of course economic reality trumps all this. But in my unprofessional opinion, I'm not a lawyer, those cooperating with BDS seem to be in violation of the law. Unless, of course, State approves the boycott.
