Actually, it started with Clinton, Bush was under too much pressure to get something going in the War on Terror to be careful about who was being hired, and then Barry filled in the ranks with compliant metrosexuals like himself.

The upper echelons these days are all Clinton people or people hired by Clinton people.

Don't kid yourself, either, Ames was not that much of an exception other than his selling information to the Russians rather than to the highest "friendly" bidder. Folks like him are the norm these days.
