That is very profound thinking. You have to be very careful with the civil service protected rats. I would do a lateral move on them to the crappiest job in the buildings. As a former Pentagon,and police employee, I can tell you a lot of my fellow employees were lazy weasels. you end up doing their jobs and yours.

If the civil servants cannot be immediately fired, their pay can be reduced to $1 per annum and they are reassigned to pick up trash in the park across from the WH (so they can see the error of their ways every day.)

As a former undercover op I know exactly what you mean. In that type of situation you would have to have someone already in place in the right cross sections of that infrastructure that could intercept and develop the particular intel that you needed, It would have to be someone who could be trusted and even he would have to be monitored.
