One note about the title, though. The abbreviation UWM is for the University of Wisconsin System Extension - Milwaukee. The main University of Wisconsin campus in Madison is simply the UW.
Weve increased the proportion of students of color from 11 to 15 percent over the past decade, she said. Weve been recognized nationally for our work closing the graduation gap between majority and underrepresented students.
From the United States Census Bureau, Wisconsin data (2015):
Black or African American alone, percent: 6.6%
Two or More Races, percent: 1.8%
So at best, black or african Americans make up 8.4% of Wisconsin's population. Seems to me that black or african Americans are already vastly overrepresented in UWM's student body at 15% relative to the rest of Wisconsin at 8.4%.
