It probably does exist - a contingency plan that paper pushers in the Executive Office write when not taking their 3 hour lunches. They cover every conceivable aspect of domestic and foreign problems and how they must be tackled.
Doesn’t anyone remember when leakers during the Reagan Administration were leaking these contingency plans? It drove Poindexter crazy.
Where did it come from? Probably one of the pro-Obama moles in Homeland Security, Immigration, or another agency that heard about it.

I’m wondering if it was a false document displayed to a certain few insiders to see which one, if any, would leak it?
Didn’t show up in WaPo or Failing NYT, but AP has also run some leaks recently, have they not?
I’m really hoping this is bait to sniff out the leakers in the govt. Put out some crazy stories and see which make it into the hands of the MSM. If not someone is flat out creating falsehoods out of whole cloth and that is scary.
