It is a law. The Secure Fence Act of 2006 has not been repealed. It passed with 26 Democrat senate votes (including both California senators) and 64 Democrat house votes.
Just like other immigration laws, it has simply not been enforced. Enforce the law! Or change the law. But until changed, enforce the law!
DACA is not a law. It was invented out of thin air by Obama.
It is still operating as if it were law.
