I don’t claim to be an expert on these things but it’s my understanding that all
Republican presidents fire the top people in State. The Dems don’t have to do this. Trump isn’t the only one who does this. The main reason the National Security Council is so important is that they are all fireable and so Reps use them as a replacement State Department.
