Former CIA director said today, these types of calls are nearly always taped. They do it deliberately to be able to go back and listen to what was said between the 2 nations' officials in the event something goes wrong, something is misstated, etc.

I'm sure Flynn was aware of this procedural matter, and would be dumb to negotiate sanctions over the phone, or do anything but mention the topic casually, which appears to be the case.
