The spillway is not the problem. It is an earthen dam made of dirt. Water is overflowing the dam and eroding the dirt.
Local news is reporting govt officials are telling everyone to FLEE towards Chico.

This is terrible. Is the Gov Brown going to ask for Trump’s help if the dam fails? Or is he going to keep screaming that he will defy Federal law as a “Sanctuary State”?
And now for some California insanity, per Wikipedia, the largest concern seems to be FISH EGGS:

We have beenb given the evac order. Staying put even though we are technically in the flood zone. We are literally down the street from the dam but opposite of the river. We are safe. Roads are gridlocked. There is no where for us to go anyway. Downtown is in danger as well as other areas.

Oh, and here in California they have spent a lot of money saving the smelt in the Sacramento Delta and on the high-speed train to nowhere. I suspect that money came out of dam maintenance funds.
