Apparently to get the lines out of the way for some heavy equipment to conduct planned repairs

Dumb question.. why are they cutting power lines?
There are a couple of reasons to cut the lines.
If they lose the towers (from footing erosion) they may fear pulling others down with them. Specifically if these are anchor or angle towers with adjacent tangents. Taking the load of the towers may also preserve them from toppling.
The other reasons may be to clear the area for both heavy equipment and helicopters.
