San Francisco is both a City and a County. It is the only one here in CA. The city limits are also the county limits. It does have both a Chief of Police and a Sheriff. The Board of Supervisors is the only governmental body, there is no city council. And FWIW, the San Francisco Airport isn’t in San Francisco, it’s in San Mateo County.
I know the airport is in Burlingame. I used to live in San Mateo.
