It can’t be emphasized enough regarding why rule 19 was applied to Warren. Democrats can get away with a lot of hateful remarks during opposition arguments, but in this case, Sessions is a SITTING Senator. The rules of decorum mandate that Senators do not impugn each other. THAT is where Warren erred. Sessions comes under the rules of the Senate, and Warren is bound by the rules to give him due deference. She failed, and she was properly silenced.
