I have no love for either one but sometimes there are other factors at play such as winning the next election to maintain control of the senate.
I think it's good for us to remember we can't direct change and fix what's broken (by the left) unless we are in a position of power.
I have no way of knowing but it's possible, for the sake of appeasing voters in their states, they got permission by McConnell (and Trump/Pence) to go ahead and vote no. Call it damage control or just call it what it is; politics using Kabuki Theater.
They need to be replaced by conservatives
