There is no reason that repeal of ACA must coincide with a replacement plan. The “requirement” that there be a replacement simultaneous with repeal is a Democrat talking point. The Republicans use this as an excuse to avoid repeal.

The current enrollment period began November 1, 2016 and it ended January 31, 2017 (https://www.healthcare.gov/quick-guide/dates-and-deadlines/). Enrollment lasts for a year and at the expiry of the enrollment you can change your plan or re-enroll.

There is no reason why the current enrollment period can not be the final enrollment period. That degree or part of repeal can be passed today.
