It could, especially under Obama. But, under Trump, how would CA pay for it? Especially, since they seem bound and determined to extend it to anyone who comes across the border.

Voters in my state of Colorado rejected a universal health care measure on the ballot with 70% of the vote.
Same state went narrowly for Hillary Clinton.
It ain’t ready for prime time.

California can do whatever it wants. I’m sure it’ll end up the same way that Vermont’s did. And with Pres Trump in the WH, I doubt the Feds will be rushing in to save the day.
Old saw: every one loves “free” health care but every one balks at paying for it.

And add that they welcome any immigrant to join in for free.
They also haven’t figured out Trump won’t stand for bailing them out.
There is no such thing as a free lunch.
They will also need to pass a law keeping taxpayers from fleeing.
I think that Margaret Thatcher put it pretty well: "the problem with socialism is that eventually you run out of other people's money".
