OK, you would appear to be correct about PA being a 2-party state.

I've heard of "one-party" and "two-party" laws in the states. E.g., MD has a two-party recording law, meaning (as I understand it) that both parties to a conversation must be aware they're being recorded. (Which was the basis for the prosecution of Linda Tripp for recording her phone conversations with Monica Lewinsky.)

However in other states, I believe it's legal for only one party to the conversation to be aware that recording is taking place.

Question: Does ANY state allow secret recording of conversations by a non-party? I.e., where all participants in the conversation are unaware they're being recorded?
