Rioting is already against the law. But I wouldn’t want the federal government getting involved, regardless; states should be handling this.
Not to say that states which do NOT quell riots should get any federal money.
In this case I support the Feds getting involved as it is a nationwide problem and a nationwide conspiracy.

Crossing state lines for the purpose of rioting or funding riots in a different state are against FEDERAL law. The FedGov doesn’t need to suspend Habeus Corpus, they just need to RICO Soros and every single leftist organization he funds, directly or indirectly.
At some point, the failure to enforce law and keep the peace becomes a violation of the equal protection requirements of the Constitution.
Not to mention “shall ensure a Republican form of Government”.
There are also laws which allow the POTUS to put down insurrection.
