Once a judicial ruling is made, it is supposed to be honored immediately. For the Executive Branch, this would nominally mean some kind of evaluation of the order by Executive Branch lawyers. For CBP, the General Counsel's Office would, or at least should, give direction immediately.

This reminds me of two instances. The first is the stop order given by the judge hearing the case brought by states against the Dreamer EO, under Obama. Obama actively continued their activities despite the order, for months. The second was a SCOTUS ruling on search incident to arrest. It came out in the afternoon on the East Coast and I was doing a ride along with the local sheriff's dept. on the West Coast. They immediatel were taking the SCOTUS ruling into account and when in doubt, getting a warrant to make those searches.

Don't know what the actual deal is here, but hearing only the ACLU's opinion isn't going to be the truth.

That is an important point. We are hearing the screeching from the ACLU, CAIR, various other activist groups, and the propaganda media. I have zero confidence they are reporting the situation reliably. That said, I still think Trump's EO should not have affected people already in transit, or green card holders who had traveled abroad confident that their green card would be honored on their return.
