It sure does. As a state government, if the Feds were dumping on state government powers, indeed I would stop forwarding to Federal coffers all level of Federal tax funds collected. Plus, I’s also try to persuade private business to forward their Fed tax revenues to the state.
Pesky downside; are state officials willing to be promptly marched off to jail. Perhaps summarily.
Puts federally chartered banks in an interesting position. I expect the counter-move would be for the Feds to seize any state administered accounts. Check & Mate.
