My friend and many others are well aware of the like
minded friends in Eastern and Southern Oregon. He
has told me that unfortunately there doesn’t seem
to be a constitutional provision for the combining
of parts of two states to make one as there is to
make two states out of one (exp: West VA from VA)

It could probably be done if the two original states agreed and Congress voted to admit the new state into the Union.

Thank you for your reply. Sounds like we need to split the state in half then. Oregon and east Oregon, or vice versa. Wish we could.
