I don't know how it is in Texas, but in Florida, the Governor can suspend a Sheriff for a number of reasons. Failure to perform their sworn and elected duties is one of them I believe. I believe that there is a term called malfeasance of either duty or Office for it.

She’s an elected official.

Gov. Goodhair Perry could have done something all those years he was governor but didn’t lift a finger. Well, the only time he lifted a finger was to see which way the wind was blowing. All he had to do was literally look out his office window to see East Austin (illegal-ville).
