Being from Minnesota, I find this very interesting.

The Democrats (DFL in MN) will howl a lot about it as it will result in Minnesota finally having some GOP electors. In 2016, the presidential voting may have given Trump 4 or 5 of the 8 districts.

Generally speaking I am not in favor of this state by state splitting of the EC voting. In fact, I would think it may be unconstitutional.

select: State General Election [Nov 8, 2016]
select: Election Statistics Maps
select: Election Result Maps
select: US Presidential Election Margins by County

If you do this you will fond the map with each county and the margin/% for Trump and Clinton

The map is mostly red and pink. Five counties are pale blue meaning 1-5% margin for Clinton.

I really believe MN would have 4 EC votes for Trump under this new proposed law.
