If I had to guess the two states, I’d go with California for the illegals and Illinois for the cemetery votes.
California has the “Motor-Voter Law”, more like the “Auto-Fraudo Law”. It lets you register to vote when you get your driver’s license at the DMV. The biggest problem here is that you do not have to prove you are an American citizen to get your license, so, by extension, you don’t need it to register to vote.
Someone else pointed out Florida due to the double voting of the snowbirds, but I don’t think that’s quite as big a problem as the other two states.
Of course how would FL know all residents who had northern homes? There needs to be a data base (?) sharing all voter registration info among all counties in our states which would require ... What? If not your SSN.
