It is my understanding that the issuing of papers stopped when Obama lost (again) in court. I hope this is not going on.
That was for DAPA, his second illegal action for illegal aliens. The first one DACA is still ongoing and they are still issuing work permits and permission to stay to illegal aliens TODAY.
From this USCIS link it looks like they are issuing 2 year permits? If that is true, they could just stop renewing any of those when they expire. There is another page on Renewals, and an FAQ, for those who want to dig into the details.
