Once the bureaucracy sees that they are going to be accountable to the American people the government will suddenly get a lot more responsive and efficient. The VA in general perhaps but I think in Puerto Rico it will take years.
The island is a financial mess because of years of dependence on social welfare. Work ethic has suffered terribly.
Finding people willing to work may take bringing in people from the main land.
