There are indigent people with no means. There are people with means who calculate that they won’t get sick. Not treating either one really isn’t going to fly, you know it won’t. Put the calculating ones on the hook for the bill and force them into bankruptcy? Works as punishment I suppose. Can’t do that to someone with no assets, though.
