The law should be if you spend more than you have you’re out of office.

But a balanced budget law doesn’t solve the problem of whether you balance a budget high or balance it low. California is a high budget but low service state that has allowed its water and road infrastructure to deteriorate and its pensions to be over promised despite huge tax burdens that are mainly shifted onto a mere 170,000 wealthy taxpayers who pay most of the cost of government. So a city of wealthy persons about the size of Santa Rosa, Oceanside or Rancho Cucamonga pay most of the taxes for 39 million other people. That is less than half percent of the population. In California, if the rich don’t get richer the poor get poorer (regardless of the trickle down theory).
