General Cartwright’s been pardoned because Cartwright’s involved in Obama’s “Global Zero” disarmament policy.
The other people innvolved in Obama’s “Global Zero” [see cutnukes.org] project includes superdooperciadeepcoverspy Valerie Plame, wife of the tea swilling US ambassador to Gabon, Joe Wilson, who more recently has been partnered up with Hillary Clinton and Cheryl Mills, IIRC, in heavy metals mining projects in Africa:
