To make this necessary reduction in government popular it needs to get the support of taxpayers: Make it tangible
For every 100 million in savings, provide electronic tax credits to people who can add them up throughout the year and use them the following year on their taxes.

My suggestion is to get rid of the people who are simply coasting toward retirement. Institute a system that rewards motivation and results instead.
I am sure the people who are deadweight encompass more than 20%.

The first thing should be to eliminate zero-based budgeting. Start slashing from there.
Include entire nearly useless (and unconstitutional) departments like Education, Energy, EPA, HUD, and Labor and fold what is genuinely necessary into other departments - even while cutting their size by 10% and 20%. Then, adjust downward from there.
Treat this like a business in bankruptcy because that is exactly the position this government is in.

Pull a Ronald Reagan, and fire them just like he did the air traffic controllers. No fear. Just do it. If the the government unions protest...fire ALL OF THEM. THey have no idea what the rest of the nation went through in the last two decades of re-sizings, layoffs, etc...
