People do have to renew yearly, which should eliminate fraud.
But these aren’t users. These are retailers ripping off the system.
My sources in Bronx NY tell me that small stores will take food stamps for beer and cigarettes, at 80 percent of value. The Cigs are black market, moved in from Virginia with no NY state tax. So the State of NY is actually taxing people who work to buy cigarettes for its people who don’t work.
My guess is these are stores run by either illegal aliens or people already denied entry into the SNAP system.
