John Lewis is not a legitimate U.S. Representative. After all, the U.S. Supreme Court mandated the creation by gerrymandering of majority-minority districts. He represents one of those districts so without the meddling of the U.S. Supreme Court he would likely not have been elected. By his own reasoning, he is not a legitimate U.S. Representative.
