Sure they can. Google Dogs and Blacks
. Yeah, there's Stormfront at the bottom of the page, but there's a lot of other stuff before you get there.
They have to be trained to be racist, but they can tell the difference.
We had a dog years ago that was friendly, but would bark once or twice when a delivery man came, a visitor, strangers, etc. Would give notice while they drove up the drive.
One day the dog was going crazy! A loud deep bark, clawing at the door, would not stop - it was really odd. I peeked out the door and there were two 20-somethings with Bibles in their hands. I cracked open the door and was met with “Do you know the real name of God?” “Um - yes - ‘Jehovah’, not interested, thanks anyways.”
We had numerous Mormons come up and she never did anything. Several black co-workers and strangers would come over and she was good with them. She never did act like that again (although no Jehovah Witnesses came back either!).
I never trained my dog to be hostile to black men. I can’t explain how he came to be that way. But he was.
Also look up “white dog”.
Not all have to be “trained”.
Some just are.
It *might* be that some dogs are so pack-centric, that anything that does not “look like” their pack is perceived as a threat.
No, they don't have to be trained. A Hispanic messed with our dog and forever after she hated Hispanics.

I did not consult Stormfront for tips when I was training my border collies, but I image there are people that may do exactly that.
