Sounds like a preemptive strike by Mattis. Something made his radar go off. Only someone like him would have the confidence to do this.

I think Mattis sent this signal. Something is up with General Schwartz!
Though Mattis doesn't have authority at this time, he can make a call to this general's commanding officer and let him know that the order will be coming down at noon on Inauguration Day.
Mattis is only a nominee. He can't order anything. Only the President has the authority to remove him from his post. obama is still president.
Mattis is not confirmed yet and so has not been sworn in or started in office. It cannot be from him.
This is a relief of a commander. Ordered by a superior commander, as you say, Mattis. In battle (however you define it) even in the middle of a battle, you relieve a commander in whom you do not have confidence. More will come out, but I’m thinking the DC commander of the USANG has been a political tool.

Except he has no authority to do it yet.
