There is nothing to prohibit the President to Declare a State of Emergency with Armed Invaders along our Southern Border and Muster the National Guard. Issue Ammo and ROI that are short and crystal Clear. You see weapons or hostile activities shoot. All others will be apprehended and turned over to Border Patrol for immediate removal.
