They can refuse this abominable directive, be fined from here to Kingdom Come, and still go cheerfully about their mission of mercy. Not defiantly, but in the sure and certain knowledge that the master they serve is the eternal one.
The vows of poverty (part of the Evangelical Counsels) are part of the consecrated life and as such are individual vows, not organizational vows.
