Is the negotiated settlement really an improvement or will the community suffer the shooters and rioters because the police will not act. Will the penalty be too great. I believe the Constitution really means you are responsible for your own defense!
There is no negotiation, the US Justice Department took over responsibility to hire and fire, and ROE for Baltimore. All it costs the US taxpayer is probably a 5% kick into the local budget and they get 100% of the control.
