Truckers have been getting ticketed for excessive idling for 25 years. My dad was sitting in a truck stop in freezing weather and ran his engine to keep warm. A cop knocked on the window and woke him up to give him a ticket for idling in excess of 5 minutes.

When I lived in Germany, you had to shut off your engine if you were waiting for a train to cross. You could get a ticket for excessive idling there, too.
